In ensuring safety at its facilities Kubanenergo is ruled by legislative acts of the Russian Federation and Krasnodar Region, as well as decisions taken by the management of the Company.
The plan for top priority actions to improve the level of antiterrorist and
To improve the safety of operations of electricity production facilities the following works were carried out in 2011:
- local normative acts by the Company were issued and are being accurately carried out on raising the level of antiterrorist protection at facilities and the actions to be taken by employees in the event of suspicious objects or signs of a terrorist nature being discovered;
- actions on antiterrorist protection at energy production facilities were included in the long term investment programme for 2011–2015;
- since 01.01.2011 state protection of the Company’s energy producing facilities has been in place (Vedomstvennaya Okhrana Federal state unitary enterprise of the Ministry for Energy of the Russian Federation);
- every week briefing are held of duty dispatchers and field service teams on actions to be taken in the event of signs of a terrorist nature being discovered at energy production facilities;
- the instructions for all Vedomstvennaya Okhrana posts on drills in security actions in the event of an emergency were approved;
- plans for joint action between the Company and law enforcement agencies in the Kuban and Adigeya in the event of an emergency were determined are regularly coordinated;
- inspection of the level of protection of energy production facilities is carried out with representatives of security agencies;
- unscheduled checks are made in the line of duty by Vedomstvennaya Okhrana employees and private security companies guarding electricity production facilities;
- inspection of the technical condition of engineering technical protection systems of the executive apparatus of the Company, including the Network Management;
- training was carried out in all branches of the Company on the actions to be taken by staff in the event of alien objects or persons being discovered at facilities;
- training was carried out on the actions to be taken by manpower and resources of the Ministry for Internal Affairs of Russia for Krasnodar, Kubanenergy, Vedomstvennaya Okhrana in dealing with illegal actions at Kubanenergo electricity production facilities.
The Company pays particular attention to safety at Olympic facilities under construction, taking into account the recommendations of the Olimpstroi state corporation on preventing terrorist acts and carrying out its work on protecting energy production facilities with territorial bodies of the Ministry for Internal Affairs and Federal Safety Service of the Russian Federation. In designing electricity production facilities the documentation will include actions for radiation, chemical and biological safety, as well as explosion prevention and antiterrorist protection of the facilities.
