Safety
During last 9 months there was a decrease of technological violations for 11 % (from 1969 violations to 1755) in comparison with the same period in 2005, there were accidents because of staff. The specific violations decreased from 5.6 (1000$) to 5.2.
Reasons for underselling of power energy are: difficult environment in January and February 2006, abundant snowfalls and frosts in January, due to which happened the violations in distributing and main network of HVL, breakage of switching units. Mostly, it influenced Sochi ES in the period from 31.01 till 07.02.2006.
The extent of damage of Sochi ES from 31.01 till 01.02.2006 is 28 mln rub., Labinsk ES 12.02.2006, substation "Mostovaya" is 1,6 mln rub.
Taking into consideration the results of investigation of technological violations and analysis of statistics the regulatory documents were worked up. The technological investigations and the regulatory documents are aimed at the increase of safety of the work of equipment, and there are properly controlled.
Aims of the safety increase.

Realization of the project "Schemes of the development of electric nets 35-110 kV and higher of OJSC "Kubanenergo".

Check and realization of the Program of development of the Kuban power system till 2015.

The measures aimed at the inspection of the equipment after the emergency in power systems of Moscow, Moscow, Tulskii and Kalygskii areas 25.05.2005.

Taking into consideration the results of investigation of technological violations to work up the measures for their prevention and to provide their financing.

Fulfilling the measures ordered by the state and corporate control bodies.

The effective internal audit, monitoring of the state of equipment, their working up on the basis of the measures of their prevention.

The realization of the program about attraction and fastening the skillful staff in OJSC "Kubanenergo".
Fire safety
During last 9 months there was 1 fire in the substation "Vereshaginskaya" because of the violation of the mesh element and the beginning of the electric arc. In comparison with 2005 there is a considerable lowering of the number and severity of the fire consequences. (5 in 2005 – with the economic damage 275 000 rub).
In 2005 and 2006 were published the regulatory acts about the preparation for the spring and summer seasons, people responsible for the fire safety of the objects were appointed, control of the fulfilling the demands was organized.
The investigation of the equipment condition was made in accordance with the required demands; there were ant safety cleanups across the perimeter of the territory of substations.
Notice-letters were sent to the heads of the rural areas about the prohibition of saving and burning straw, hay and etc., combustible materials on the zones of HVL of all voltages. These materials are printed in the local mass media.
The condition of the fire safety is controlled by complex examinations, thematic testings by managers and specialists of the subsidiaries and central apparatus. Their observations are reflected in the acts.
The measures of the regulatory documents are strictly fulfilled.
Labor protection
During last 9 months of 2006 there were 4 accidents (in 2005 - 5). But in 2006 there was 1 fatal case in Tichretsk ES and 1 group accident in Adigea ES where 2 people got permanent injuries.
Reasons for injury:
- Wrong selection of the speed regime which led to emergency with the fatal case in Tichretsk.
- Person carelessness while going across the territory of the enterprise in the conditions of the icy roads in Sochi.
- Bad organization of work on the substation "Sauk Dere", extending of work place which led to the accident in South – West ES.
- Technical system fault of the automobile URAL which led to the accident on the mining road area where 2 people were injured. Adigea ES.
So there were:
- 2 accidents, with 1 fatal case
- Eclectic power damage – 1
- Fall on the icy road – 1
In the result of investigation the regulatory documents for injury prevention were worked up. 90% of then have already been fulfilled.
Expenses for the labor protection during 9 months in 2006 were 18 287 000 rub., comparing with 2005 the expenses for 1 employee grew from 1.52 till 2.23 thousand rub.
In 2006 201 costumes were bought. They are electric arc - safe. The staff is supplied with everything provided for by the regulations.
In September 2006there was a delivery of overalls which cost 4 mln rub. These overalls are new – for the check of voltage on the HVL 6-10 and measure of HVL. Total expenses on 30.10.2006 were 24 mln rub or 60 % from the planned sum.
The main directions of this work are provided for by the order from 10.01.2006 #2. These measures are fulfilled on the established period.
The order of work with employees of OJSC "Kubanenergo" was worked up in accordance with the demands installed in 2006 “The regulations of the work with employees in the organizations of power system of RF”
The test of the working places was fulfilled in 5 subsidiaries; there will be 2 more by the end of the year. While testing there appear some difficulties because of the reconstruction, so the conditions of the work places are being changed, the staff in being hired and transferred.
"The provision about the order of the test of work places" was installed and the activity of its realization started.
Aims of the labor protection:
- Control of the organization and fulfilling the work for labor protection in accordance with "The system of the management of labor protection".
- To provide the staff with necessary protective agents, instruments for the safe work.
- Control of the fulfilling of the worked up technical measures for the safety of power system.
- Teaching the staff the methods of safe work organization and control of their fulfillment.
- Ñontinuation of testing the working places.
- The rising of effectiveness of testing the working places, internal audit of the condition of labor protection and safe equipment use.
- To hire the specialists for the labor protection service in accordance with the functional aims of this service.
- Realization of the program about attraction and fastening the skillful staff in OJSC "Kubanenergo".
- Organization of the work of psychological activity of the staff. On this stage we are planning to take the operating and driving staff under control.
