“Reconstruction of the Krasnodar heat-electric generating station
with CCGP 450 installation” investment project
SUMMARY Krasnodar heat-electric generating station is a branch of JSC “Kubanenergo”, which in its turn, is a RAO “UES of Russia” associated company. The set electric power of the Krasnodar heat-electric generating station is 743 MW with a heat power of 856 Gkal/h.
The annual electric power output is about 6 billion kWh/h that provides more than 40% of the Krasnodar Territory (Kuban) power demand. The annual heat power output with steam and hot water exceeds to 1,2 million Gkal/h that provides more than 60% of the Krasnodar City power demand.
The Krasnodar heat-electric generating station equipment was placed in operation in the period from 1954 to 1976. Its operating time has reached 260-370 thous. hours. The heat-electric generating station basic funds wear-out corresponds to more than 58%.
The reconstruction of the Krasnodar heat-electric generating station project, which have been certified by the JSC “Kubanenergo” order, includes:
- remove of the 349 MW depreciation gas (190 MW) and steam (159 MW) turbine equipment;
- mounting of the 474 mwt combined – cycle gas turbine (CCGP 450)and the steam extraction turbine equipment (two 12 MW turbines).
The reconstruction is carried out on an operating heat-electric generating station with a ready infrastructure. There is no need to provide with additional territory. The implementation of the project will allow to reduce scarcity of generating capacities in Krasnodar Territory, will increase the plant output of the heat energy to the customers in the city of Krasnodar with the future prospect, will make the operation of the Krasnodar heat-electric generating station more economic and will reduce its influence on the environment.
Natural gas is a major fuel material. Fuel oil is an emergency fuel material.
The reconstruction of the Krasnodar heat-electric generating station project budget is 178.8 million US dollars, total amount of the invested capital is 200 million US dollars. The principal amount cost is 377.3 US dollars per kWh of the new power. Standard reconstruction period is 4,5 years, including the 30 months construction period of the CCGP 450.
Recoupment period of the project is 8-10 years depending on the condition of credit resource borrowing.
Net present value (NPV) – 57 million US dollars. Internal rate of return (IRR) - 17.1%. Profitability index (PI) – 1.33.
According to the project, 150 MW-starting complexes provide step-by-step equipment implementation.
The using of modern, high efficiency steam gas technology with a combined power generation on the thermal input basis will have the used fuel heat coefficient up to 80%. That will make the Krasnodar heat-electric generating station production competitive.
The Krasnodar heat-electric generating station reconstruction project is actively supported by the city and territory administrations. The project is included to the “Yug Rossii’’federal task programme; to the Ministry of energetic “ Energy efficient economy” task programme, and to the programme “5 thous. MW ”, organized by the
RAO “UES of Russia”.
Expected funding source of the project:
- JSC “Kubanenergo” internal funds;
- RAO “UES of Russia” and other shareholders and investors funds:
- Borrowed current assets;
- Issue of stock;
- Financial leasing;
Borrowed current assets formation conditions:
- 8-10 years long term credit;
- credit amount-prior to 80 million US dollars;
- annual rate of pay-prior to 12%
- delay of payment- prior to 3 years;
- possible insurance arrangements – property.
